This is the week when a part of Troy's past becomes prelude to a new era in the arts. It is the opening week of the newly and ambitiously named Arts Center for the Capital Region.
The timing could not be more appropriate. It comes on the dawn of a new century, yet it is linked to the lustre of an earlier era. For years, the center was known as the Rensselaer County Council for the Arts, and its home was a handsome brownstone facing the city's bucolic Washington Park.
